Black Mothers: Intergenerational Systemic Trauma and Racism Laura Hinds, MSW, LCSW March 16, 2023, 10:00am-12:00pm EST COURSE DESCRIPTION Whether it is cross-racial or as a Black, Indigenous, and People of Color (BIPOC) provider, understanding the socio-emotional challenges and legacy of racism on Black Mothers is an imperative part of first doing no harm and empowering healing and well-being. This presentation honors the ways in which Black Mothers have inherited the pain and impact of racism, and how our systems and institutions have embedded those racial disparities at great cost to them and their children. Included will be points of consideration and action for providers toward solution-focused interventions for this important population. LEARNING OBJECTIVES To decipher the socio-emotional and biological impact of intergenerational experiences of racism and how they affect engagement, utilization and outcomes of Black Mothers in Behavioral and Medical Health To describe the principles of caring that can mitigate the impact of these realities on their efforts with these affected moms To recite understanding of and determine a course of action to disrupt systems of oppression and racism within health services that can de-rail the well-being of Black Mothers and their children PRESENTERS Laura Hinds, MSW, LCSW, is a clinical social worker with experience in medical, behavioral and mental health settings.  Laura has had the pleasure of working with high acuity special needs populations and their providers for over 22 years.  An alumna and instructor at Penn’s School of Social Policy and Practice for 13 years, and Bryn Mawr’s School of Social Work and Social Research’s for the past 4 years, Laura has supported the learning and education of new social workers, veterans in the field, and their interdisciplinary partners.  With a focus on trauma, human and gender development, racial equity, and crisis intervention Laura supports special needs populations and those who serve them.

Behavioral Health Services for Criminal Justice-Involved Populations Part 3: Serving Children of Incarcerated Parents Josh Esrick, MPP, and Lauren Pappacena, MSW March 14, 2023, 1:00pm-2:30pm EST COURSE DESCRIPTION This webinar will review the importance of providing behavioral health services to children of incarcerated parents. It will discuss the need for services and the impact that parental incarceration can have on youth development. It will also introduce evidence-based strategies and resources for children and families impacted by parental criminal justice-system involvement. Additionally, the webinar will walk through the planning steps to developing new service programs for these children and families and review potential collaborative partners for these efforts. Lastly, the webinar will provide an opportunity for facilitated small group discussion about serving children of incarcerated parents. Josh has extensive experience in substance use prevention; researching, writing, and presenting on best practice and knowledge development publications, briefs, and reference guides; and developing and providing T/TA to numerous organizations. He developed numerous SAMHSA Center for the Application of Prevention Technologies’ (CAPT) products on strategies to prevent opioid misuse and overdose, risk and protective factors for substance use, youth substance use prevention strategies, youth substance use trends, emerging substance use trends, the potential regulations surrounding marijuana legalization, as well as numerous other topics. Lauren Pappacena, MSW is a Research Associate with Carnevale Associates. Lauren has a background in criminal justice and juvenile justice research specifically as it relates to evidence-based programs and practices spanning criminal justice topics, including corrections, law enforcement, reentry, and courts. Currently, she assists with training evaluations for NADCP and the PTTC, where she brings her experience with quantitative and qualitative analysis and data visualization. With a strong interest in policy analysis, research translation, data collection, and analytic writing, Ms. Pappacena is published in the Journal of Human Rights and Social Work for her analysis of national early-release laws.

Her experience includes advising alcohol and marijuana regulators on policy and best practices, developing innovative methods to engage community voices in policy making activities, building a statewide alcohol policy alliance from the ground up, and establishing a health network in rural Nicaragua. Sara has done extensive graduate work in Cultural Anthropology and Public Health at the University of Michigan and holds a BA in Biology and Anthropology from the University of Virginia.       Snigdha Peddireddy is a Fellow currently supporting the Training and Technical Assistance Center and Alcohol Action Network. She is an early-career alcohol and other drug policy researcher with expertise in policy evaluation and statistical modeling methods. Broadly, Snigdha studies the impacts of structural determinants on inequities in substance use-related harms. She is a current PhD student at Emory University’s Rollins School of Public Health. Snigdha also holds an MPH in Health Behavior from the University of North Carolina at Chapel Hill and a BS in Neuroscience from Duke University.     Questions? Behavioral Health Services for Criminal Justice-Involved Populations Part 1: Understanding the Unique Needs of Diverse Populations Josh Esrick, MPP, and Lauren Pappacena, MSW March 7, 2023, 1:00pm-2:30pm EST COURSE DESCRIPTION This webinar will provide an introduction on criminal justice-involved populations for behavioral health professionals. It will overview the various populations within the criminal justice system and their needs across the behavioral health continuum of care, including lack of access to services while incarcerated and lack of case management during re-entry. It will also discuss how behavioral health professionals should consider risk versus need level and justice system stages when deploying services. Lastly, the webinar will discuss the unique substance use, overdose, and suicide risks associated with justice system-involvement, particularly at the point of community re-entry for incarcerated populations. COURSE DESCRIPTION This webinar provides practitioners with tools to identify rural-specific risk factors and address substance use-related disparities in rural settings. Behavioral health disparities are differences in substance use or mental health outcomes linked to social, economic, and/or environmental disadvantage. These disparities adversely affect a sub-population or group. It is the work of prevention professionals and their partners to identify, plan, and implement strategies that reduce the burden of substance use on rural communities.  MATERIALS Select the View Resource button above to watch the recording. PowerPoint Handout   PRESENTER John Gale is a Senior Research Associate and Director of Policy Engagement at the Maine Rural Health Research Center. John is past-President of the National Rural Health Association, completing his term in January 2022. He was awarded the Calico Leadership Award in 2020 by the National Rural Health Resource Center's Technical Assistance and Services Center (TASC), which annually presents the award to an outstanding rural health leader. John's work focuses on leveraging resources to improve the rural healthcare infrastructure and develop rural systems of care. He serves as the principal investigator for several rural health studies as well as for the Center's work on the National Flex Monitoring Team and the Frontier Community Health Integration Project Demonstration. He recently served as a lead consultant to develop a toolkit for policymakers in developing countries on rural substance use treatment, prevention, and recovery for the United Nations Office on Drugs and Crime. Mr. Gale received his Master of Science degree from the Muskie School of Public Service's graduate program in public health.

Liz has presented about local and state alcohol policy implementation at local and national forums. She especially enjoys supporting public health professionals in their efforts to increase awareness and knowledge about impactful alcohol policies and connecting alcohol policy research with practitioner efforts in communities. She started her advocacy career at the age of 13 with Dover Youth to Youth, a non-profit program that specializes in drug and alcohol prevention through youth empowerment. She has conducted trainings in over a dozen states, engaging youth across the country. Her desire to make a difference through advocacy led her to pursue higher education in public health. Izabelle graduated from Johnson & Wales University in 2022 with a B.S. in Public Health where she helped establish the Undergraduate Research Center. Izabelle looks forward to continuing to develop her knowledge and skills in the alcohol prevention field.     Questions? Health Equity Foundations for the African American Population November 29, 2022   Learning Session Overview and Objectives In this learning session, we will define terms that are essential to the discussion around health equity as well as the roots of how inequities were formed in African American communities.  We will also journey into the African American population and the impact of disparities, before ending in what roles we can play in prevention to help create equity. This Learning Session will be formatted as a 45-minute presentation followed by a 45-minute facilitator-led discussion. By the end of this learning session, participants will be able to: Discover how health disparities and other inequities play a role in behavioral health and substance use/misuse of the African American Population Define terminology linked to the discussion of health equity Describe the role of cultural competence and cultural humility   Presenter: Albert Gay, M.S. Coalition Affinity Group Booster 6-Part Video Series Using the Six Elements of Effective Coalitions framework, developed by the Community Coalitions and Collaborators PTTC working group, this video series outlines each of the six elements discussed in the Six Elements of Effective Coalitions Resource Toolkit. The six elements work together to support a coalition’s capacity to achieve desired outcomes in a community. Every other month, beginning in May and ending in December, you will be able to access a new video on strategies to develop the 6 elements of effective coalitions. This series serves as a follow-up to the Prevention Coalition Affinity Group Series. As the strategies to rejuvenate your coalition evolves, these videos may give you and your coalition concrete practices that will increase prevention outcomes. In this first 10-minute video, Strategies to Develop Diverse Stakeholders, we explore strategies to build coalitions with diverse stakeholders. In this second recording, Opportunities for Participation, we will discuss how to encourage active participation amongst coalition members. In the third video, What is Coalition Efficiency, we will outline strategies for developing coalition members skills and knowledge. In part four, Coalition Cohesion, Sarah Davis, SSW PTTC consultant will describe three components that foster cohesion in a coalition. In part five, Developing New Skills, Sarah Davis discusses 1)What information do coalition members need to know in order to help the coalition achieve its goals? 2)What do coalition members need to be able to do? 3)What skills do they need in order to be effective? This 4-part learning series is designed to enhance education and training related to health equity for current behavioral health trainees. The program is designed to introduce trainees to various structural factors that contribute to behavioral health disparities, outline the role of social justice in achieving behavioral health equity, and foster understanding and appreciation of culture and community in promoting equity. The program is also designed to increase the number of behavioral health trainees with a particular emphasis on and orientation towards applying social justice to behavioral health practice. Center for Pediatric Behavioral Health at Cleveland Clinic Dr. Marilyn Sampilo is a clinical psychologist who specializes in integrated behavioral health and health disparities among diverse and marginalized populations. She received her doctoral degree in clinical child psychology from the University of Kansas, a Master of Public Health with a concentration in social and behavioral aspects of public health from the University of Kansas Medical Center, and an executive certificate in social impact strategy from the University of Pennsylvania, all of which have allowed her to develop extensive experience in prevention, health promotion and intervention for diverse populations, particularly the Hispanic and Latinx population. Dr. Sampilo is also well-versed in public policy from her tenure as a health equity and cultural competency administrator at the state level where she led the agency’s behavioral health equity initiatives and consulted with state agencies on issues of equity and diversity particularly related to racially and ethnically diverse, immigrant and refugee populations. She is currently a psychologist in the Center for Pediatric Behavioral Health at Cleveland Clinic where she works in integrated behavioral health within primary care. She currently serves as the health equity and social justice lead for the Center and is chair of diversity, equity, and inclusion in the Pediatrics Institute at Cleveland Clinic. She also works with various local, state, regional, and national entities on training and professional development in the areas of health equity, diversity, and cultural proficiency.

Webinar Description  Research suggests that race and ethnicity are predictors of how services are delivered, and implicit bias is one component that has been identified as influencing the provision of poor care. The elusiveness of unconscious bias underscores provider perception, unwitting use of stigmatic language, and influences assumptions and micro aggressions affecting a person's capacity to respond to care. Health Equity Across Systems and Sectors: Tales from A Colorado Journey July 13, 2022   On-the-Spot Consultation Description and Objectives During this On-the-Spot Session, participants will hear about system change efforts in Colorado focused on building equity into the work of substance misuse prevention at both the state and local levels. Participants will be introduced to a Community and Society-Level Strategies Menu developed with the goal of reducing risk factors and improving protective factors for adolescent substance misuse in Colorado. In addition, presenter Marc Morgan will share examples and lessons learned from working with coalitions to engage multiple sectors in environmental change strategies that build healthier, more equitable communities for everyone. Come with your questions related to this topic, as we will provide ample time for Q&A.    By the end of the session participants will be able to: Identify two lessons learned from Colorado's journey in building health equity  Articulate how environmental strategies can be used to build healthier communities for everyone   Presenter Marc Morgan, is currently Community Organizing for Prevention - Manager for the Colorado Department of Public Health and Environment in this role he provides strategic oversight, direction, and execution of substance abuse prevention grants to local communities across Colorado. This includes responsibility for key prevention program implementation support, including fidelity to the Communities That Care model, effective analysis of and implementation support for community-level primary prevention strategies, professional expertise in addressing substance abuse prevention using a risk and protective factor approach, expertise in applying prevention strategies to improve health equity, and integration of program evaluation across funded sites. Prior to Colorado Department of Public Health and Environment, he served as Director of Programs for Denver Kids Inc., and Managing Director of Program, Service, Operations, and Recruitment for City Year Denver.  Marc received his B.A. in sociology, B.S. in the administration of justice, and minor in information systems and statistical analysis from Penn State University. He also recently participated as a W.K. Preventing and Disrupting Stigma Associated with Substance Use Disorders July 6, 2022   Webinar Description and Objectives According to the Cambridge Dictionary of the English Language, "stigma" is defined as "A strong feeling of disapproval that most people in a society have about something, especially when this is unfair." Throughout history, vulnerable populations and individuals have often been stigmatized and "othered." Stigma disproportionately influences health outcomes and the mental well-being of individuals who experience a substance use disorder by creating barriers to engaging in early intervention, treatment, and effective recovery. This presentation will explore the root causes and the unjust consequences of stigma. Participants will investigate best practices prevention practitioners can use to identify, critically examine, and overcome personal biases and reduce the stigma associated with SUDs while promoting resilient families, organizations, and communities. By the end of the webinar, participants will be able to: List common components and three levels of stigma Describe the impact of stigma on vulnerable populations and key community sectors Explore strategies for changing attitudes, beliefs, and behaviors that can lead to stigma and discrimination Identify best practices for preventing and disrupting stigma within and across relevant community sectors   Presenter Nigel Wrangham, CADC II, CPS has been a Certified Alcohol and Drug Counselor Level II and a Certified Prevention Specialist since 2000. In addition, he has been a preschool teacher, a group manager in a halfway house for federal prisoners on parole, a parenting educator for families experiencing homelessness, and the National Youth Coordinator for Mothers Against Drunk Driving (MADD). For 15 years, Nigel taught university courses in the science of addiction, the history of drugs in America, community organizing, and self-discovery through activities and play. When he worked in Uganda as a photographer documenting the behavior of wild chimpanzees, he also taught forest conservation to young people in local villages. Nigel has been in private practice as a workshop facilitator and trainer since 2003. His passion is supporting young people to discover and use the tools they need to build the equitable, just, and healthy society they deserve. He works with groups across the United States, sharing prevention, social justice, brain development, and youth leadership skills. Besides working to help youth find and use their power to become change agents, Nigel spends time at home in Eugene, Oregon, with his wife, his two disobedient cats, and his baby son. Supportive and motivating language is essential for engaging persons in care who are coping with the challenges that come from substance use disorders, mental illness, physical disabilities and more. People-first language highlights and respects the individuality, equality, and dignity of people with disabilities.   This interactive webinar provided a review and practice skills on the use of affirming person-first language aligning with person-centered care. Racial Disparities In Substance Use Prevention Laura Hinds, MSW, LCSW June 15, 2022, 1:00pm-3:00pm EST COURSE DESCRIPTION This training will explore the difference in how drug use, misuse, and penalty has fallen along racial lines and examine how efforts to engage and prevent substance misuse has been affected by implicit bias, partiality, and judgment. This training will present opportunities to learn strategies to address racial disparities while working with persons in care. From whom gets offered supportive treatment to how record keeping prevents or disrupts sobriety, this training will explore ethical responsibilities regarding equity and justice in the field of addiction management. LEARNING OBJECTIVES Identify how bias and partiality affects the substance use prevention services offered to and accessed by minority populations Identify opportunities for safeguarding processes in outreach, programming, and treatment that can be affected by racial bias Explain steps and strategies to address racial disparities and increase racial equity of treatment access and engagement Describe strategies to increase the efficacy of prevention initiatives and to facilitate positive outcomes and experiences for minority clients living with substance use and misuse issues PRESENTERS Laura Hinds is a clinical social worker with experience in medical, behavioral and mental health settings.  Laura has had the pleasure of working with high acuity special needs populations and their providers for over 22 years.  An alumna and instructor at Penn’s School of Social Policy and Practice for 13 years, and Bryn Mawr’s School of Social Work and Social Research’s for the past 4 years, Laura has supported the learning and education of new social workers, veterans in the field, and their interdisciplinary partners.  With a focus on trauma, human and gender development, racial equity, and crisis intervention Laura supports special needs populations and those who serve them.

Topics covered in this skill building presentation include: a definition of key terms: monocultural, compliance and inclusive prevention programs and coalitions; three sign of an inclusive prevention program or coalition; 7 steps for developing an inclusive prevention program or coalition; crucial conversations; how to deal with microaggressions and how to become an inclusivity change agent.   LEARNING OBJECTIVES: By the end of this presentation, you will be able to: Articulate the differences between a monocultural, compliance and inclusive prevention program and coalition. Utilize 7 steps for developing an inclusive prevention program and coalition. Address microaggressions which can negatively impact trust and coalition building. Function as an inclusivity change agent.   PRESENTER: Mark Sanders, LCSW, CADC Mark Sanders is the State Project Manager for the Great Lakes ATTC, MHTTC and PTTC. Mark has worked for 40 years as a social worker, educator, and part of the SUD workforce. He is founder of the Online Museum of African American Addictions, Treatment and Recovery and co-founder of Serenity Academy of Chicago, the only recovery-oriented high school in Illinois. Mark is also an international speaker, trainer, and consultant in the behavioral health field whose work has reached thousands throughout the United States, Europe, Canada, the Caribbean, and the British Islands.   The Great Lakes PTTC offered this training for individuals working in HHS Region 5: IL, IN, MI, MN, OH, WI. This training is being provided in response to a need identified by Region 5 stakeholders.

The implementation process focuses on the development of evidence-based programs that are tailored to communities. We will  begin with a review of each step of the Ethics and Equity Prevention Planning Framework. In the final stage of the recurring Strategic Prevention Framework (SPF) cycle, our prevention plans are put into action and decisions become practices.
