A Prevention Practitioners' Guide to HHS Region 10 State Cannabis Policies and Regulations   October 13, 2020   Webinar Description We know that addressing policy is a key component of prevention work with long term and lasting effects, but where do you start, especially when the landscape may seem complex and confusing? Understanding regulatory language and processes might be challenging at first, but like many challenges, it gets easier the more you do it. And having access to tools that help you line up the pieces and fit them together will contribute to your success. This session will introduce you to the components of a toolkit for addressing cannabis policy from a public health and prevention framework. The tools provided will be explained, including the basic principles on which they were developed, the relevance for each of the HHS Region 10 states, and ways you can use them as you work in your communities to address issues around cannabis policy and regulations. The tools will be easily accessible on the PTTC webpage, and you will have the opportunity to make recommendations for additional tools.   Objectives By the end of the webinar, participants will be able to: Describe the purpose of the toolkit Access each component online and be familiar with its contents Describe the inter-relatedness of the components and how they work together Explain the 5Ps for prevention policy work List 2-4 ways you will be able to use the toolkit     Presenters Mary Segawa, M.S., has worked in community and statewide prevention and public policy for almost 25 years. She was the Public Health Education Liaison at the Washington State Liquor and Cannabis Board (WSLB) from 2010 to 2019, where she worked closely with other state agencies and community organizations to coordinate prevention efforts, provide training, and develop resources. Mary played a key role in promoting public health policy at the WSLCB as they implemented two citizen initiatives: privatization of liquor and legalization of adult cannabis use and retail sales. She currently consults with regulatory, public health, prevention and research groups providing translation of information from different fields to support actions that meet their shared goals of protecting public health and safety. Mary was awarded the National Prevention Network’s 2020 Award of Excellence for her work in the field.        Julia Dilley Ph.D., MES,  is a Senior Research Scientist and Epidemiologist with Multnomah County Health Department and State of Oregon Public Health Division. For more than 20 years Dr. Dilley has supported public health systems in Washington, Oregon, Alaska and New Mexico. Much of her research focuses on public health effects of cannabis, alcohol and tobacco policies. She is currently the principal investigator for a federally funded research study on public health effects of cannabis legalization in Washington and Oregon, focused on the role of city and county policies and local-area cannabis market variation. Learning Objectives Attendees will be able to: Identify the risk factors associated with self-harm and suicide attempts Describe the interaction between cultural factors and risk and protection.  Summarize the best individual and family interventions to reduce suicide behaviors.    Additional Resources Webinar Handouts    Translations   Presenters Dr. Daniel Santisteban Dr. Daniel Santisteban is a Clinical Psychologist who received training at Rutgers University (B.S.), University of Miami (Ph.D.), and Bellevue Hospital/NYU (Internship). He is a Professor Emeritus at the University of Miami School of Education and Human Development.  Dr. Santisteban’s research focuses on adolescent and family therapy, culturally informed treatments, and family therapy training. Dr. Santisteban is the developer of an adaptive evidence-based family therapy called Culturally Informed and Flexible Family Treatment for Adolescents (CIFFTA). CIFFTA is one of the few evidence based treatments originally designed for Latino families, and is being utilized in community agencies around the country. Dr. Santisteban has a long track record of NIH, SAMHSA, and foundation grants. These grants have led to the development and testing of evidence based treatments for Latinos, the training of over 1000 students and community service providers, and his current work continues to focus on training, coaching and implementation work in communities around the country. Santisteban has published extensively in the areas of family therapy outcomes, substance use and co-occurring disorders, technology-assisted treatment, and culturally informed treatment. He is currently working on a book on “Family Therapy for Latino Adolescents”. Awards received include the 2004 American Family Therapy Academy award for Distinguished Contribution to Family Systems Research, the 2012 University of Miami Civic Engagement Award, the 2020 University of Miami Provost Award, and the 2020 American Psychological Association’s Division 45 (Psychological Study of Culture, Ethnicity and Race) award for Distinguished Career in Research. Dr. Maite P. Mena Dr. Maite P. Mena is a Research Assistant Professor and a licensed Clinical Psychologist at the University of Miami School of Education and Human Development. She has extensive experience in working with minority populations experiencing health disparities and in implementing programs and evaluating their outcomes. Over the past 15 years, Dr. Mena has focused on identifying the unique needs of the Latino community and has specialized in developing and testing a culturally informed family therapy for minority populations (CIFFTA) focusing on families affected by substance abuse, co-occurring psychiatric disorders, self-harm, and cultural stressors. Dr. Mena has collaborated on writing grants which have resulted in roles such as, co-principal investigator, co-investigator, and project director on several National Institute on Drug Abuse (NIDA) and NIMHD funded randomized clinical trials. This work has led to publications on the theory and development of a family treatment for drug abusing Hispanic youth, cultural issues impacting this population, and the treatment of co-occurring disorders in adolescents. Grants from the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Health Foundation of South Florida have led Dr. Mena to acquire expertise in the training and dissemination of Screening, Brief Intervention and Referral to Treatment (SBIRT) and Motivational Interviewing, both evidence-based practices.

Yet, policy is one of the prevention strategies least utilized in the field. Burke is a training and technical assistance specialist in substance misuse prevention with EDC and has extensive local public health and human rights leadership experience in strategic planning, budgeting, grant writing, project management, program operations, program and product development, event organizing, advocacy, and community education. Building Capacity for a Public Health Approach to Prevention Josh Esrick, MPP, and Emily Patton, MSc, PgDip July 16, 2020, 1-2 PM EST COURSE DESCRIPTION Substance misuse and behavioral health overall, are an intrinsic part of public health. Many people with substance use disorders also live with mental health disorders, including serious mental illness, as well as preventable and treatable medical health issues. Often, the same root causes and care disparities are responsible for most or all of these issues. Therefore, substance use preventionists are often trying to reach and serve the same populations and individuals as mental and physical health care professionals. Bringing together these different fields into a comprehensive public health approach can significantly improve overall health and wellness. This webinar provides information on preparing for a public health approach from a substance use prevention perspective. This includes how preventionists can use the Strategic Prevention Framework to support the implementation of public health approach. Emily Patton, MSc, PgDip holds a Masters of Science in Abnormal and Clinical Psychology from Swansea University and a Postgraduate Degree in Criminology and Criminal Justice from the University of Edinburgh. She offers significant professional experience in the fields of public policy development and analysis, criminal justice research, data collection and analysis, program development, and performance management.

The Response of the Church In Substance Use Disorder Prevention Karl C. Colder June 10, 2020, 1-2 PM EST COURSE DESCRIPTION This webinar developed by the Central East Prevention Technology Transfer Center (CEPTTC) will discuss the impact of the opioid epidemic on the vulnerable communities and the role that religious institutions can play as responders to the opioid crisis. The webinar will share how religious institutions can become part of the prevention workforce to prevent and/or reduce the impact of substance use and misuse on vulnerable communities. LEARNING OBJECTIVES Review the data of how the opioid epidemic has impacted the African American community Discuss the role of the church as first responders/preventionists. PRESENTERS Karl C. Colder is the President of Colder Allied Consulting, LLC. In consultant roles, he serves as the Director of Program Development for Mentor Foundation USA, Law Enforcement Advisor for TAGIT TECH, INC., and Sr. Advisor for EagleForce Associates/Health. Karl also collaborates with Communities, Health Providers, Law Enforcement, Non-Profit Organizations, and other Federal, State and Local Agencies to provide innovative, evidence-based intervention approaches to prevent and reduce substance use and promote health and well-being. He currently serves in the Episcopal Church Co-Chair of the Province III Opioid Task Force, Diocese of Virginia Addiction and Recovery Team, Vice President of Recovery Ministry for the Brotherhood of St. Andrew, and is a Diocese of Virginia Misconduct Prevention Trainer (Safe Church). Karl also serves on the steering committee for the West Virginia Council of Churches Substance Use Disorder Initiative and a member of the Union of Black Episcopalians's (UBE) Mental Health Task Force.

Dr. Powell earned her Ph.D. from Rutgers, The State University of New Jersey, School of Social Work, in 2013. She has been conducting research and evaluation on topics relevant to prevention science, environmental strategies, empowerment theory, sustainability, and health disparities for more than 12 years. Dr. Powell currently serves as Principal Investigator and Investigator on multiple externally funded research projects. Much of this work focuses on how individual and environmental strategies can prevent the harmful consequences of substance misuse and abuse, particularly in communities identified with high need and existing health disparities.  Carol Oliver - Carol is the director of Prevention Solutions at EDC, a training and resource hub that is strengthening the substance misuse prevention workforce in communities across the United States. MEE has been engaged in substance abuse prevention work since 1991 in low-income urban communities across the country. Its specific opioid misuse work has been conducted in urban, suburban and rural communities over the last five years, in places that include Philadelphia, Baltimore and New Orleans, with Prevention Coalitions across Ohio and statewide agencies in Louisiana. Mr. Juzang was a member of the Advisory Committee on Public Issues for The Ad Council and a current board member of Power to Decide (formerly the National Campaign to Prevent Teen and Unplanned Pregnancy). From 2003-2009, Mr. Juzang was a member of The Office of National Drug Control and Policy's Behavior Change Expert Panel. Mr. Juzang received his BS degree in Mechanical Engineering from Carnegie-Mellon University, and his MBA from The Wharton School of Business.

Understand how health equity impacts prevention work.    About Cerise Hunt, Ph.D., M.S.W Cerise Hunt, PhD, MSW is the Director for the Center for Public Health Practice, Assistant Professor in the Department of Community and Behavioral Health at Colorado School of Public Health, and Past-President of the Colorado Public Health Association. She is responsible for the formation of community linkages that guide public health practice, provision of continuing education and workforce development opportunities in public health, and engagement in public health practice research. Cerise was instrumental in the formation of the Colorado Black Health Collaborative. She is also a founding member of the Healthy Babies Strong Families Healthy Start Community Action Network, which is a multi-sector collective impact initiative committed to the reduction of the African American/Black infant mortality rate and the promotion of positive birth outcomes. Prior to her employment with the Colorado School of Public Health, Cerise was the Health Disparities Specialist at the Colorado Department of Public Health and Environment Office of Health Disparities. There, she was charged with developing and implementing state-wide strategies to eliminate racial and ethnic disparities. Dr. Hunt’s research explores topics related to diversity, equity, inclusion and organizational change; racial and ethnic health disparities; and community outreach and mobilization among diverse populations.

Adapting Prevention Interventions to Better Serve Vulnerable Populations Josh Esrick, MPP, and Lauren Pappacena, MSW March 31, 2020, 1-2 PM EST COURSE DESCRIPTION This webinar, developed by the Central East PTTC, will discuss adapting prevention interventions to better serve minority populations in our communities. By adapting evidence-based interventions, preventionists can implement prevention programs that are a better fit for the specific needs of different populations. This webinar will discuss the importance of assessing the conceptual and practical fit of interventions for minority populations and how adaptation can improve an intervention’s fit. The webinar will walk through the evidence base for why adaptation is important for improving outcomes among diverse populations. It will also discuss evidence-based processes for conducting adaptations in a culturally competent manner that involves active participation and feedback from minority population members. The webinar will provide examples of successful adaptations from research literature. Josh has extensive experience in substance use prevention; researching, writing, and presenting on best practice and knowledge development publications, briefs, and reference guides; and developing and providing T/TA to numerous organizations. He developed numerous SAMHSA Center for the Application of Prevention Technologies’ (CAPT) products on strategies to prevent opioid misuse and overdose, risk and protective factors for substance use, youth substance use prevention strategies, youth substance use trends, emerging substance use trends, the potential regulations surrounding marijuana legalization, as well as numerous other topics. Lauren Pappacena, MSW is a Research Associate with Carnevale Associates. Lauren has a background in criminal justice and juvenile justice research specifically as it relates to evidence-based programs and practices spanning criminal justice topics, including corrections, law enforcement, reentry, and courts. Currently, she assists with training evaluations for NADCP and the PTTC, where she brings her experience with quantitative and qualitative analysis and data visualization. With a strong interest in policy analysis, research translation, data collection, and analytic writing, Ms. Pappacena is published in the Journal of Human Rights and Social Work for her analysis of national early-release laws.

On February 19th, Dr. Parissa Ballard, Assistant Professor in the Department of Family and Community Medicine at Wake Forest School of Medicine, presented what I thought was a fascinating webinar,  sponsored by our Region IV Prevention Technology Transfer Center.  Her topic:  The Benefits of Engaging Youth in Communities: Insights and Evidence from Developmental Science.  One of the things I noted in my brief introductory remarks to the webinar was that while youth engagement is a mainstay of current prevention efforts, the argument for it usually revolves around the value of this approach for a local coalition’s efforts to achieve a goal, such as passage of a local ordinance (e.g., a social host ordinance), or getting the word out about an important prevention practice (e.g., locking up medications in the home).  Many of us know from experience that youth can garner attention and have a significant voice in these kinds of efforts—such as when a well-organized group of youth come to a city or county council meeting to voice their support for passage of a public health ordinance.  Dr. Ballard presented this argument, but she also discussed why and how youth engagement is associated with benefits for the youth themselves.  For example, Dr. Ballard and her colleagues found in their research that volunteering as a youth is associated with healthier behaviors and mental health as youth age into young adulthood (Ballard, Hoyt, & Pachucki, 2019). For me, one of the most important takeaways from Dr. Ballard’s webinar was that when it comes to youth engagement, one size does not fit all!  The potential benefits for youth, and for coalitions, are likely to be different for very young adolescents (ages 10 to  14) than they are for middle adolescents (ages 15 to 19) and young adults (ages 20 to 24) (see Slides 20-32 of the webinar, (Suleiman, Ballard, Hoyt, & Ozer, 2019).   Click HERE to watch the webinar.   References Ballard, P., Hoyt, L., & Pachucki, M. The webinar examines how to use current and emerging substance use trends to locate data sources, identify an approach to preventing misuse, and effectively implement prevention strategies in priority areas.    Key Webinar Features  · Participants will have an opportunity to pose questions, discuss challenges, and connect with other prevention professionals.    Presenters  Diane Litterer - Diane Litterer, MPA, CPS, has been in the field of public health for over 30 years addressing substance misuse and addiction. Diane has worked on local and state level efforts to increase smoke free environments and reduce tobacco use in NJ for over 20 years. NJPN has mobilized advocates including youth leaders and prevention coalitions across the state to educate policy makers on issues that impact the health of our youth and adults. New Jersey was an early adopter of the New Jersey Smokefree Air Act of 2006, which now includes e-cigarettes and was the 3rd state to pass Tobacco 21 in 2017 and most recently, was the first in the country to have all parks and beaches be smoke free in 2018. The Tobacco Free for a Healthy NJ Initiatives is now New Jersey’s comprehensive tobacco control program which is led by NJPN on behalf of the NJ Department of Health. This project includes a youth engagement project, tobacco free college project and worksite project and continues the work for tobacco free multi-unit housing and point of sale initiatives. Diane works to foster collaboration, maximize resources and create healthier communities across NJ.  Jessica Goldberg - Jess is a training and technical assistance specialist with nearly a decade of supporting prevention efforts at the national, state, regional and local levels, as well as an accomplished designer and deliverer of in-person and virtual trainings that address topics ranging from collaboration across health sectors to identifying and addressing health disparities. Her past experience includes serving as a community health specialist with the Massachusetts state technical assistance system, supporting communities in needs assessment, strategic planning and creating logic models to guide change efforts, and then with the Center for the Application for Prevention Technologies or CAPT, and now with the PTTC, where she works closely with states and community coalitions to adopt and apply data-driven prevention planning processes and implement evidence-based and promising prevention practices  Ivy Jones Turner - For over 20 years, Ivy has provided organizational capacity assistance on health promotion and prevention in substance abuse, suicide, violence, injury, and mental health with nonprofit and community-based organizations, state and faith-based agencies, and school districts. Her capacity building skills include program evaluation, training and technical assistance in program design and implementation, organizational development, partnerships/collaborations, and grant management.
