SUMMIT DESCRIPTION

The Region 3 Harm Reduction Learning Collaborative has been meeting since 2013. This will be the third summit planned by and for the SAMHSA Region 3 Harm Reduction Learning Collaborative. Due to coronavirus restrictions, the summit sessions will be delivered via Zoom instead of being in-person and hosted by the West Virginia University Medical School in Morgantown. Due to the virtual platform, registrations will be expanded beyond learning collaborative members and each session will be highly interactive to encourage sharing.

Each session and its speakers were selected based upon emerging Harm Reduction practice, program, and policy priorities identified by learning collaborative members. State, local, and foundation partners’ presentations will be balanced with HHS and Veterans Administration speakers.’ to focus on promoting treatment and long term recovery. Regional perspectives with special attention to West Virginia models and progress will be highlighted. The final interactive session is designed to identify and develop harm reduction ideas for post-summit customization and implementation.

LEARNING OBJECTIVES

  • Improve outcomes for individuals seeking recovery through adoption of West Virginia/regional/US data and/or evidence-based models.

  • Reduce HIV transmission rates by identifying strategies that have improved harm reduction program quality.

  • Expand Harm Reduction program use based on learning about lived, advocacy, and governmental experiences.

  • Develop a framework for implementing ideas identified by a regional affinity group and informed by experts.

  • Virtual Tour: Morgantown Health Right Syringe Access Program Clinic and Mobile Services Unit

  • Harm Reduction Coalition: National trends and Region 3 promising practices 

  • Understanding Local, State, and Department of Veterans Affairs Harm Reduction Programs and Referral Process

  • Policy Considerations: Models, local polysubstance, and HIV data-based state legislation

  • Ideas for implementation exercise: Identifying shared goals in support of regional priorities
