  Northwest PTTC's Promoting Engagement and Motivation in The Middle School Classroom 4 Part Webinar Series Session 4 - Practices that Support Healthy Beliefs   October 20, 2021   Series Description Promoting engagement and motivation in the middle school classroom can be challenging, even more so as students are returning to the classroom in person. This four-part webinar series will describe a set of simple yet powerful practices that, when used consistently by teachers, can enhance engagement and motivation in middle school. Teachers and staff will learn simple practices to activate the Social Development Strategy, a proven approach to promoting healthy outcomes, in a school setting. This series will highlight each of the practices described in the practice guide, Promoting Evidence-Based Practices to Promote Agency in Middle School Students: Simple practices to activate the Social Development Strategy in a school setting.   Presenters Sally Chapman M.Ed., is an educational consultant, working with the SDRG for the past 15 years on evidence-based programs for schools. Formerly, she was the executive director of an education company, a director of new product development for the education association ASCD, a curriculum and staff development director for a public school district, and a teacher in elementary and middle school classrooms. She holds a certificate in nonprofit management from Georgetown University, a master’s degree in educational policy and administration from the University of Kansas, and a bachelor’s degree in elementary education from Buena Vista University.       Kevin Haggerty, MSW, PhD., is a Professor in the UW School of Social Work and the Co-Director of the NW PTTC. He has directed the school-based intervention, the Raising Healthy Children study. Along with colleges in the UW College of Education and the Washington Office of Public Instruction, he has assembled a series of evidence-based practices to promote positive social and emotional development in middle school. Description: State alcohol policy alliances are statewide coalitions that work to educate communities and policymakers about evidence-based state and local alcohol policies to reduce alcohol-related harms in communities. This webinar will describe how the U.S. Alcohol Policy Alliance uses technical assistance and information dissemination to ensure state alliances (1) have a meaningful voice in the state policy process and(2) are able to build the capacity of local coalitions to support local policy development. We will describe the steps involved in forming a state alcohol policy alliance and provide examples of the experiences in a few states.   Learning Objectives: Describe the mission, organization, and membership of the US Alcohol Policy Alliance Understand the roles state alcohol policy alliances play in state and local policy development Explain key steps and considerations in forming a statewide alcohol policy alliance   About the Presenters: Michael Sparks is an Alcohol Policy Specialist and the President of SparksInitiatives. His primary interest is working with communities to use policy to reduce alcohol-related problems. Michael currently serves as a consultant and trainer to communities across the country and is a trainer for Community Anti-drug Coalitions of America. He also works in a consulting role with Wake Forest University and Johns Hopkins University on alcohol policy issues. He has expertise in the alcohol policy field as well as in the areas of community building, using local control strategies to manage problematic alcohol and drug environments, the legislative process, and neighborhood revitalization. Dylan Ellerbee is an expert in community-level change, policy advocacy and excessive drinking prevention. Dylan has been a Research Associate at UNC Greensboro and Wake Forest School of Medicine; he has coordinated and worked on the North Carolina Preventing Underage Drinking Initiative for 15 years; serves as treasurer on the US Alcohol Policy Alliance Board of Directors; is a trainer for Community Anti-Drug Coalitions of America (CADCA); and is the founder of the North Carolina Alcohol Policy Alliance. Dylan travels the country speaking and training on substance misuse prevention and public health. He holds a BA from Beloit College and a Masters in Political Management from George Washington University. Michael Mumper is Director of Programs at Fayette FACTOR, Inc. (part of the Georgia Family Connections Partnership) and its Drug-Free Fayette substance abuse prevention coalition, in Fayette County, Georgia, a suburb of Atlanta. He consults with SAMHSA’s Opioid Response Network, serves on the American Heart Association’s Advocacy Steering Committee in Georgia, catalyzed a “2019 Got Outcomes” award from CADCA, and was Let’s Be Clear Georgia’s 2020 Prevention Champion for work in marijuana prevention and policy.In2021, Michael helped launch the Georgia Alcohol Policy Alliance, a statewide collaborative aiming to bring public health balance to alcohol policy at the state and local level. Michael has an MBA from Emory University.

Since 2017, methamphetamine use has increased nationally and in 4 of the 6 states in the Great Lakes region. Although use remains relatively low compared with opioid use, and the year-over-year increases are not always statistically significant, prevention professionals should prepare to address these trends before they potentially worsen. Brush up on your cannabis knowledge with this series of short lessons on cannabis and prevention! Each lesson consists of a 5-10 minute video followed by a brief quiz. Topics include the basic differences between THC, CBD and hemp, how drug screening and confirmation for cannabis works, the effects of cannabis consumption on road safety, and the role of prevention in cannabis policy decisions.   How to use: Complete the lessons yourself to increase your knowledge or share these lessons with your coalition members, for parent or youth education programs, or with others in your community. This lesson briefly reviews each of these substances and where they come from.   Watch the video   Discussion Questions What does the term cannabis refer to? What are THC and CBD? Are they related? Is hemp the same as cannabis? Why is it important that we understand the terminology of cannabis?   Answers Cannabis refers to the plant (typically Cannabis Sativa or Cannabis Indica) that THC, CBD, and other cannabis products are derived from. Cannabis is the scientific name for the plant that may be referred to as a marijuana plant in some settings.   THC (delta-9 tetrahydrocannabinol) and CBD (cannabidiol) are the two most common of the 500 chemicals found within the cannabis plant. THC is the psychoactive component that causes the “high” feeling and can impair cognitive and motor function. THC is illegal on the federal level but legal for medical or adult-use in many states.   CBD is not psychoactive and is thought to balance some of the negative effects of THC. It has potential medical applications in large doses as an anticonvulsant used to treat epilepsy. The FDA currently allows CBD products such as lotions and topical products, but not CBD for consumption in food or beverages.   Hemp is a variant of the cannabis plant without THC. Hemp plants can be farmed and harvested for fibers often used to make rope, fabric and other applications. Can secondhand exposure to THC result in a positive drug screen? Can CBD-use result in a positive drug screen? Does your state have policies limiting use of drug screening tests in the workplace or other settings?   Answers Urine screens are commonly used to provide quick results. They are often used at point-of-care testing and typically identify "positive" or "negative" results for the presence of certain drug classes in the urine. Screens can lead to false positive or negative results. Confirmations are more accurate laboratory tests that take longer but provide more accurate and detailed results. A confirmation can identify specific substances and the amount of substance present in the test.   If a screening test uses the standard cutoff of 50ng/mL, it extremely unlikely for someone to test positive having only been exposed secondhand given the amount of smoke they would have to be exposed to at that level. For screening tests that use a lower cutoff like 20ng/mL, it is possible because the results can be more variable, but still not likely.   CBD does not cross well with most urine drug screens, meaning it is unlikely that it would lead to a positive result, but it is possible that large amounts of CBD combined with other factors like trace amounts of THC in the products could result in a positive test. However, follow up confirmation testing can distinguish THC from CBD. One related issue is that studies have shown that CBD products are not always accurately tested and labeled regarding their CBD and THC content, so it is possible for someone who uses CBD products regularly to have inadvertent THC exposure if products are not accurately labeled.   State policies regarding the use of urine drug screening in different settings may vary, especially for use in the workplace. This lesson reviews the impacts of cannabis use on road safety and policy and enforcement considerations in states with and without legalized cannabis.   Watch the video   Discussion Questions What are the possible effects of cannabis that can impair driving ability? What are some examples of negative effects of cannabis use on driving? For how long after cannabis use could driving ability be impaired? What are some of the enforcement challenges related to cannabis-impaired driving?   Answers Cannabis use can impact several areas related to driving. THC, the psychoactive component of cannabis, can impair motor coordination and impair perception. It can also slow reaction time and impair ability to make decisions, all of which can influence driving. Under the influence of cannabis, some common driving safety effects are delayed braking, not maintaining a consistent speed or driving too slow (which can be dangerous) and not maintaining a safe distance between cars.   While THC levels begin to drop within a few minutes of stopping use (while smoking), performance can be impaired for another 1-2 hours after use, which may be longer than a person feels the subjective high. For edible products, the peak effects occur anywhere from 2-4 hours after use and may last as long as 4-12 hours.   A major challenge for enforcement of cannabis-impaired driving is that there is no accurate roadside test currently available, especially since cannabis can remain in a person’s system for several days or longer. A standardized field sobriety test may be used but is not always effective. Combined use of alcohol and cannabis is becoming more common, and alcohol can be detected through roadside testing. This lesson reviews the various types of policy that preventionists can be aware of and how to strategize for effective policy change.   Watch the video   Discussion Questions Besides the federal and state level, what are other policy levels where cannabis policy should be considered? Zoning, limits on number of dispensaries, and school buffer zones are some examples of cannabis policies that can be enacted at what level? What elements are important to making effective policy change?   Answers In addition to federal and state laws on cannabis, many other policy levels should consider cannabis. Some examples include municipalities, K-12 and college/university school systems, healthcare organizations, housing/residential programs, and employers.   While some state laws on cannabis may include stipulations on zoning, density limits or buffer zones, these policies are often enacted at the local/municipal level. A community that is deciding to opt-in or opt-out of a state cannabis policy should consider these factors.   Training, communication, monitoring and evaluation, and strategy for periodic policy review/revision are key elements of the policy change cycle. Many of the questions are identical to those from the full survey, which allows schools and health officials to draw comparisons between already existing longitudinal data. EMS providers are well-positioned to improve access to naloxone. The " EMS leave-behind " initiative is a promising method of bringing naloxone to those who need it most. Through this program, EMS providers give a naloxone kit directly to people who experience an overdose, their social network, and their family immediately after the event. The goals of an EMS leave-behind program are to improve the patient’s experience and self-efficacy to use naloxone in the event of an overdose, reach patients with this critical information in their home environments, and improve patient awareness of community resources for substance use disorder.  The Engaging Emergency Medical Services in Naloxone Distribution brief report provides an overview of the naloxone leave-behind program and examples of the program in action in three states.

                                                          Using Data to Tell Your Story: Advancing Prevention Efforts into the Future SESSION 2  (WEBINAR) Josh Esrick, MPP, Jessica Goldberg, MSW, MPH, and Cory Morton, PhD, MSW October 19, 2021, 1-2:30 PM EST COURSE DESCRIPTION As our country continues to grapple with the Covid-19 pandemic, communities are experiencing emerging and worsening substance misuse problems relating to it. Many of these issues—for example, easing retail restrictions for alcohol and marijuana and the devastating rise in fatal opioid overdoses nationally—we are aware of it. But, many we are not, in part because the pandemic has hindered our ability to collect data to better understand what is happening in our communities. We as prevention practitioners need to have data to tell the story of how the pandemic has affected substance misuse in our communities, and to use that data to bring partners to the table to plan, implement and support strategies to meet these new challenges. This four-part virtual learning event series, featuring two webinars and two interactive “learning labs”, will explore finding, collecting, understanding and, ultimately, using data to tell your community’s story through the covid-19 pandemic. It will provide you with the tools necessary to locate existing substance misuse-related data, fill in data gaps with local data collection, and troubleshoot issues relating to data quality. It will also highlight the importance of using data to create a compelling narrative about your community’s experience, interpreting data appropriately and framing it as a story that will resonate with your key stakeholders and the public alike. Jess holds an MPH and an MSW from Boston University.   Dr. Cory Morton, Assistant Research Professor has over ten years of experience conducting research in the field of prevention science. His research investigates the community context of substance use—whether structural features of neighborhoods, such as access to substance use and social services, lessen substance related harms and support individual and family well-being. Cory’s coordinates the Northeast and Caribbean Prevention PTTC’s special focus on geospatial applications, providing webinars and technical assistance on using mapping to determine community need or to evidence change. Cory holds a Ph.D. in Social Work from Rutgers University.

Improving Health Outcomes for Diverse Populations (Oct 2021 Series) Part 1: Discrimination with Intention- Cultural & Structural Racism Anthony President October 14, 2021, 1-2:30 PM EST COURSE DESCRIPTION Cultural & Structural Racism has been used for centuries to devalue, discriminate and disenfranchise BIPOC since the slave laws of the 1600’s. Although Civil Rights Legislation has outlawed discrimination, the residue of Cultural & Structural Racism persists in our Justice, Educational, and Behavioral Health systems today. Every day, BIPOC experiences “racism that contributes to race based traumas that can lead to depression, low self-esteem, avoidance behaviors, etc.” (Association for Behavioral & Cognitive Therapies). Providers could inadvertently contribute to cultural & structural racism if we are not aware of the attitudes, opinions, and beliefs that marginalize BIPOC. This workshop deals with understanding the behaviors contributing to disparities and the marginalization of BIPOC, such as stigma, stereotyping, and macroaggressions. We will also discuss practical strategies to help providers create a safe space holding an environment of respect, belonging and inclusion for all the people we serve regardless of race. LEARNING OBJECTIVES Define Cultural & Structural Racism in the Behavioral Health space.   Northwest PTTC's Promoting Engagement and Motivation in The Middle School Classroom 4 Part Webinar Series Session 3- Practices that Promote Bonding and Recognition   October 6, 2021   Series Description Promoting engagement and motivation in the middle school classroom can be challenging, even more so as students are returning to the classroom in person. This four-part webinar series will describe a set of simple yet powerful practices that, when used consistently by teachers, can enhance engagement and motivation in middle school. Teachers and staff will learn simple practices to activate the Social Development Strategy, a proven approach to promoting healthy outcomes, in a school setting. This series will highlight each of the practices described in the practice guide, Promoting Evidence-Based Practices to Promote Agency in Middle School Students: Simple practices to activate the Social Development Strategy in a school setting.   Presenters Sally Chapman M.Ed., is an educational consultant, working with the SDRG for the past 15 years on evidence-based programs for schools. Formerly, she was the executive director of an education company, a director of new product development for the education association ASCD, a curriculum and staff development director for a public school district, and a teacher in elementary and middle school classrooms. She holds a certificate in nonprofit management from Georgetown University, a master’s degree in educational policy and administration from the University of Kansas, and a bachelor’s degree in elementary education from Buena Vista University.       Kevin Haggerty, MSW, PhD., is a Professor in the UW School of Social Work and the Co-Director of the NW PTTC. He has directed the school-based intervention, the Raising Healthy Children study. Along with colleges in the UW College of Education and the Washington Office of Public Instruction, he has assembled a series of evidence-based practices to promote positive social and emotional development in middle school.                                                           Using Data to Tell Your Story: Advancing Prevention Efforts into the Future SESSION 1  (WEBINAR) Josh Esrick, MPP, Jessica Goldberg, MSW, MPH, and Ivy Jones Turner, MA October 5, 2021, 1-2:30 PM EST COURSE DESCRIPTION As our country continues to grapple with the Covid-19 pandemic, communities are experiencing emerging and worsening substance misuse problems relating to it. Many of these issues—for example, easing retail restrictions for alcohol and marijuana and the devastating rise in fatal opioid overdoses nationally—we are aware of it. But, many we are not, in part because the pandemic has hindered our ability to collect data to better understand what is happening in our communities. We as prevention practitioners need to have data to tell the story of how the pandemic has affected substance misuse in our communities, and to use that data to bring partners to the table to plan, implement and support strategies to meet these new challenges. This four-part virtual learning event series, featuring two webinars and two interactive “learning labs”, will explore finding, collecting, understanding and, ultimately, using data to tell your community’s story through the covid-19 pandemic. It will provide you with the tools necessary to locate existing substance misuse-related data, fill in data gaps with local data collection, and troubleshoot issues relating to data quality. It will also highlight the importance of using data to create a compelling narrative about your community’s experience, interpreting data appropriately and framing it as a story that will resonate with your key stakeholders and the public alike. During the learning lab sessions, participants will have the opportunity to apply the information shared during the webinar sessions through hands-on activities and case study examples. Note: Recordings of the two interactive "learning labs" will not be posted. Josh has extensive experience in substance use prevention; researching, writing, and presenting on best practice and knowledge development publications, briefs, and reference guides; and developing and providing T/TA to numerous organizations. He developed numerous SAMHSA Center for the Application of Prevention Technologies’ (CAPT) products on strategies to prevent opioid misuse and overdose, risk and protective factors for substance use, youth substance use prevention strategies, youth substance use trends, emerging substance use trends, the potential regulations surrounding marijuana legalization, as well as numerous other topics.   Jessica Goldberg, MSW, MPH  is a certified prevention specialist and highly skilled trainer, designs and delivers impactful learning events, consultation, and coaching support. For over a decade, she has specialized in building capacity to improve health, mental health, and behavioral health. She brings a deep commitment to health equity and mental health equity to her leadership of in-person and virtual training and technical assistance (TTA). Her areas of expertise include preventing youth substance use; promoting cross-sector collaborations; addressing health disparities; and supporting strategic planning, logic model development, and sustainability planning. Jess holds an MPH and an MSW from Boston University.   Ivy Jones Turner, MA , an expert in behavioral and mental health promotion and prevention, is an experienced program leader, technical assistance (TA) specialist, applied researcher, and evaluator. Her expertise includes building the capacity of schools and organizations to effectively research, implement, evaluate, and sustain interventions to prevent substance misuse, suicide, youth violence, and bullying, and to promote social-emotional and mental health. Ivy delivers culturally competent, comprehensive support that helps EDC’s federal, state, community, and school district clients address system-level issues, incorporate evidence-based practices, monitor progress, and support staff in achieving program goals. Ivy holds an MA in Public Administration from Harvard University’s Kennedy School of Government and is certified in Massachusetts as a specialist in both prevention and conflict mediation.

Attached you will find the Native Prevention Repository Table. This table includes the name and description of prevention programs designed specifically to serve AI/NA populations. These Native-specific programs are categorized by populations groups including youth, adults, families, and pregnant women, among others. Prevention categories include substance use, NAS, suicide, violence (including dating and sexual), teen pregnancy, truancy, and a few others. Additionally, there are a subset of prevention programs that, although not designed specifically for Native Americans, have a component available for Native Americans and/or were studied in a Native American population. Included, also, is in this chart is a rating system (evidence-based, best/promising practice, contains cultural practice implications, etc. Finally, there are links for each program included in the final column of the table. The Native-specific programs are highlighted in light orange and light blue. The programs which have a component and/or were studied in Native populations are in gray and  yellow.
