    Determinants of Health 360: Social, Commercial, and Legal Considerations for Preventing Substance Misuse   Webinar Date: January 20, 2022   Webinar Slides Webinar Slides for Determinants of Health 360: Social, Commercial, and Legal Considerations for Preventing Substance Misuse   Overview Risky behaviors such as substance misuse don’t occur in a vacuum--the environments in which we live, work, and play influence our choices and behaviors. Exploring Social, Commercial, and Legal Determinants of Health (DOH) can help us consider new ways to impact these environments to prevent substance misuse. This expert panel presentation will discuss ways communities, commerce, and legal systems contribute to substance misuse and how prevention practitioners can support positive DOH to create health and wellness throughout their communities. Bring your questions and experiences, as the panel presentation will conclude with a question and answer/discussion session.   Objectives By the end of this training, participants will be able to: • Describe the concepts of Social, Commercial, and Legal DOH • Name at least one way each can contribute to substance misuse • Name two strategies prevention practitioners can use to support positive DOH   Audience Community, tribal, jurisdiction, and state-level prevention practitioners and allied health partners and community members located in the Pacific Southwest states and jurisdictions of American Samoa, Arizona, California, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Guam, Hawaii, Nevada, Republic of the Marshall Islands, and the Republic of Palau.   Presenter Paul Devereux, PhD, MPH, is an Associate Professor in Social/Behavioral Health at the University of Nevada, Reno School of Public Health. His scholarship explores social and behavioral determinants on health and well-being. Specific research topics include behavioral responses to the COVID-19 pandemic, community-based approaches to cancer screening interventions among diverse populations, how to maintain social support in people with disabilities and parenting adolescents, and emotional health and regulation in older adults. In the approach to his work, Dr. Devereux examines the social and ecological factors that affect population health and how one’s position within the social structure is linked to health outcomes. His research has been funded by the National Institutes of Health, the CDC, and other state and federal public and private sources. He is the former President of the Nevada Public Health Association and was named Nevada’s Public Health Leader of the Year in 2005.     Eric Crosbie, PhD, MA, is a political scientist who examines commercial determinants of health and public health policy. His research focuses on non-communicable diseases (NCDs) and examines how commercial industries like tobacco and food and beverage industries are a key driver of the NCD epidemic and how they influence NCD regulations. Dr. Crosbie's research is local in analyzing smoke-free environments and sugar-sweetened beverage taxation regulations in the U.S. as well as global in examining tobacco and nutrition packaging and labeling policies and the impact of trade on health in Latin America, the Caribbean, Europe, Africa, and the Pacific. Crosbie has both local and international experience collaborating with health organizations and health advocates to educate and disseminate academic research findings to policymakers, including publishing research in Spanish to reach wider audiences. Overall his research is multi-disciplinary combining elements of public health, political science, international relations, economics, law, and business to examine public health policy both locally and globally.   Matthew Moore, JD, MPH, MA, is a Teaching Assistant Professor for the University of Nevada, Reno School of Public Health. A Public Health Attorney, Matthew worked for several years in government and in the nonprofit sector. At the US Department of Health and Human Services Office for Civil Rights, he worked with diverse communities to ensure equitable access to health care and to exercise oversight over various covered entities pursuant to Title VI of the Civil Rights Act of 1964, Title II of the Americans with Disabilities Act, and other federal civil rights laws. More recently, Matthew worked as a nonprofit attorney, focusing on tobacco control and obesity prevention policy and providing direct legal technical assistance to state and local government agencies, environmental groups, legal aid organizations, and other community stake holders. Matthew’s current research agenda focuses on the ethical and moral dimensions of policy and the law on poverty and economic inequity, as well as on pedagogy in higher education. Prevention and the COVID-19 Pandemic Part 2: Preparing for the Future and Learning Lab Josh Esrick, MPP, and Emily Patton, MSc, PgDip February 2, 2022, 1-2:30 PM EST COURSE DESCRIPTION This webinar will begin by discussing what lessons learned the prevention field can take from the COVID-19 pandemic, what the 2020 substance use trends discussed in Part 1 may mean for the future. Addressing Social Determinants of Health Through Prevention Planning Recording   If you missed the first session of the Great Lakes PTTC's health equity training series, Why Health Equity Matters in Prevention by Nicole Augustine, you can watch the recording and download the training materials using the link above. Substance misuse prevention planning crosses many disciplines. We are natural collaborators, especially when engaging in environmental strategies. As we continue to plan and work towards improving the overall wellness of the communities we serve, it is important that we understand the social determinants of health (SDOH) and how our work intersects with them. The SDOH are the conditions in the environments where people are born, live, learn, work, play, worship, and age that affect a wide range of health, functioning, and quality-of-life outcomes and risks. Nicole currently serves as an Advanced Implementation Specialist with the Opioid Response Network. This network is building trust across justice, corrections, and medical systems to address the opioid and stimulants crisis.

Mr. Johnson is a member of the Executive Team for the Southeast (HHS Region 4) Prevention Technology Transfer Center network, funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) to improve implementation and delivery of effective substance abuse prevention interventions. Michael L. Dublin, Pastor for South Central Church of Christ Pastor Michael L. Dublin Sr. has served in the pastoral role at South Central church of Christ for the past 36 years. Pastor Dublin began his service to Christ Jesus in ministry as an Associate Minister at Brooks Avenue church of Christ in 1985 before his calling to Rochester Heights Church now South Central. Under God’s direction, South Central has grown spiritually and numerically and averages 180 on Sunday mornings. The current building where the congregation meets was completed in May 2006 and houses several ministries that are consistent with South Central’s God given vision to “Build a Better Community for the Coming Christ by Loving God, Each Other, and Serving the Community Through Intentional Evangelism”. Pastor Dublin has facilitated scripturally based, Substance Abuse Prevention and practical Marriage and Family workshops in a number of congregations of the Churches of Christ and is in growing demand to continue these workshops during this time of great stress in families and marriages and fluctuating drug use and misuse. Pastor Dublin has also worked in the field of Addictions as an Internationally Certified Substance Abuse Prevention Consultant for the past 34 years.  He currently serves as a consultant for NC ABC Talk It Out Program providing faith-based training to churches. Pastor Dublin has been married to Cecelia Crim of Dayton, Ohio for 36 years. They have a blended family of three adult daughters and two adult sons, 13 grandchildren and 11 great grandchildren. Lesley Gabel, Certified Prevention Specialist Ms. Gabel is currently the Co-Chief Executive Officer at Prevention Resources (PR), a nonprofit agency presently covering Hunterdon, Somerset and Monmouth Counties, NJ. Lesley graduated with a Marketing degree from Hofstra University. She has over 30 years’ experience in key leadership roles in non-profit management and training with a focus on statistical analysis, auditing and process improvements. Ms. Gabel joined the Prevention Resource team in 2009 to direct and manage the federal Drug Free Communities grant program focusing on reducing underage drinking and drug misuse through the Safe Communities Coalition. The coalition has been recognized several times nationally for its’ outstanding successes and demonstrated outcomes in the area of prescription drug prevention and the reduction of underage drinking and marijuana; CADCA, Coalition of the Year, 2017, the National Coalition Milestone Award (February 2013) and the Dose of Prevention Award (2011). Additionally, she is incredibly proud to have received the 2018 Hunterdon County Business Woman of the Year award and Community Leader Award with the New Jersey Narcotics Enforcement Officers Association in 2016. Ms. Gabel has also been one of the team members responsible for developing a nationally recognized Faith Based coalition called “One Voice,” a collaborative network of faith-based organizations and the prosecutor’s office, focusing on community concerns, such as suicide, opioid and marijuana prevention. Ms. Gabel is passionate about creating a better community by being involved with many organizations. She has been fortunate to live in many parts of the country like Georgia, New York, California, Nevada, Colorado and now New Jersey. Most of all, Lesley enjoys her time with her family and dogs.

Introducing: Opioid and Alcohol Misuse and Risk of Suicide: A Literature Review Josh Esrick, MPP, and Emily Patton, MSc, PgDip December 8, 2021, 1-2:30 PM EST COURSE DESCRIPTION Suicide is one of the largest public health concerns facing the United States. Prior to the COVID-19 pandemic, it was the second leading cause of death among youth and young adults ages 10-34 and the tenth leading of death overall. Suicide and substance use share many risk factors and substance use, particularly of depressants such as opioids or alcohol, can increase risk of suicide. To support substance use prevention professionals, the Central East PTTC conducted a literature review of opioid and alcohol misuse and risk of suicide. The review sought to identify research on how and to what extent substance use increases risk of suicide and what evidence-based prevention strategies exist that address both the risk of substance use and the risk of suicide. The Central East PTTC created a new report, Opioid and Alcohol Misuse and Risk of Suicide: A Literature Review, summarizing and sharing its findings. This webinar will introduce the report, explain why it was created, explore the information it provides, and answer audience questions about it. The literature review is available here. Description: The Southeast region has a strong history of military service. Of the states with highest numbers of troops serving post 9/11, 5 of them are in the Southeast (South Carolina, Florida, Georgia, Alabama, and North Carolina). This 90-minute webinar will highlight community-level collaborative approaches for substance misuse prevention for National Guard & Reserve Soldiers and their communities. We will learn about the National Guard, their unique culture, and challenges faced by service members that may contribute to substance misuse. We will briefly explore environmental strategies to change the context in which our service members live, work, play and learn. Finally, we will learn about two collaborative efforts happening in North Carolina and Florida between the National Guard’s Drug Demand Reduction Outreach Program and a community coalition partner.   Learning Objectives: Learn about the National Guard and their role in substance use prevention for service members and communities Explore strong collaborations in Florida and North Carolina between the National Guard’s Drug Demand Reduction Program and community coalition Describe examples of environmental strategies such as policy that can impact the community context with an emphasis on alcohol   About the Presenters: Captain Michael Coy is the Drug Demand Reduction Outreach Program Manager for the Florida National Guard Counterdrug Program.  Captain Coy has been in the National Guard for over fifteen years.  His current efforts involve drug prevention, community outreach, a public awareness campaign, and creating an environment of statewide partnership in regards to cross-jurisdiction cooperation, information sharing, and communal response. His direct support has led to the collection of approximately 10,000 pounds of prescription medication in the north Florida region in collaboration with the Drug Enforcement Agency, local law enforcement agencies, and local community based organizations. He and his team were also responsible for presenting the Florida National Guard drug prevention program to over 69,000 elementary, middle, and high schools students across the state of Florida. Erin Jamieson Day joined Community Impact NC in October of 2018 and is the Chief Operating Officer.  In 2006, she received a B.S. in Business Administration and a B.A. in Religion & Philosophy from Barton College. Erin has worked for over 10 years in the prevention of substance use disorders.  She has experience in leading a community coalition and training communities to begin community level prevention efforts.  She has received Coalition Academy training through Community Anti-Drug Coalitions of America, is a trained Recovery Coach, and has had training in racial equity and disparity issues through the Racial Equity Institute. Erin currently serves on the board of the NC Prevention Providers Association. Locally she serves on the board of the Wilson Housing Authority, the Wilson Housing Development Corp., the Wilson County ABC Board, the Wilson Chamber of Commerce, and belongs to The Rotary Club of Wilson.   Kathleen Roberts, MS, is the Executive Director of Community Coalition Alliance (CCA), Inc. She has over fifteen (15) years of experience working in behavioral health at the local community level, regional level, and state level. She received her Master of Science in Criminology from Florida State University in 2010 as well as a Master of Science in Criminal Justice from University of Central Florida in 2003. In her role at CCA, she works with community coalitions, providers, and partners to assess substance misuse problems through data as well as identify research supported efforts to address the problems identified related to substance misuse. Ms. Roberts’s research background has focused on substance abuse, mental health, early childhood, social norms, antisocial behavior, parental influence, sexual violence, and prevention efforts. She also provides ongoing technical assistance and training and serves as one of the key trainers for Florida with the Substance Abuse Prevention Skills Training (SAPST) Curriculum supported by the Substance Abuse and Mental Health Services Administration (SAMHSA). Prior to joining CCA, Ms. Roberts was the Clinical Team Lead at the Department of Children and Families Office of Substance Abuse and Mental Health (SAMH) focusing on behavioral health related programmatic, clinical, and policy areas. In this role, she served as the State’s epidemiology workgroup coordinator, the team lead for the SAMH Clinical Team, and Florida’s National Prevention Network designee. Additionally, Ms. Roberts has served as a Research Associate at Florida State University working on behavioral health related projects across communities in Florida.    Master Sergeant Nicole Smashum Lynch is a graduate of North Carolina Central University with a Bachelor’s Degree in Psychology and Criminal Justice. She has also completed her Masters of Science in Clinical Mental Health Counseling from NC Agricultural and Technical State University. Master Sergeant Smashum Lynch’s military education consist of Civil Operations Phase I Course January 2009, Prevention Treatment and Outreach Coordinator Course May 2012, Joint Substance Abuse Coordinator Course July 2012, and Drug Demand Reduction and Outreach Phase I February 2020. She is serving as a Civil Operator with the North Carolina National Guard Counterdrug Program. Her primary focus involves supporting coalition efforts with a substance abuse prevention nexus. Master Sergeant Smashum Lynch also served as the National Guard State Prevention Coordinator. She was responsible for teaching Substance Abuse Prevention Education to NC National Guard members. Previously she served as enlisted support in Drug Demand Reduction/Civil Operations from December 2008 to September 2011. Alicia Sparks, PhD, MPH, has over 10 years’ experience in alcohol and other substance use-related research design, implementation and evaluation. Dr. Alicia Sparks has nearly a decade of research experience on military health issues, particularly substance use. She has written multiple peer-reviewed journal articles on alcohol and tobacco policy issues, including research on the behavioral health of active-duty service members and their families. Dr. Sparks received her MPH from the University of North Carolina at Chapel Hill and obtained her PhD from the Bloomberg School of Public Health at Johns Hopkins University, studying the impact of the alcohol environment on alcohol consumption and related harms in the U.S. military.

Building Great Rapport: How to Engage Patients with Unhealthy Substance Use Jim Winkle, MPH August 17, 2021, 1-3 PM EST COURSE DESCRIPTION By adopting a new approach, clinicians can greatly improve how they engage with these patients. This presentation will improve providers' ability to engage and build rapport by challenging assumptions that lead to stigma, applying principles of harm reduction, and performing a four-step brief intervention model that enhances the motivation of patients to decrease their risk of illness and death. As a result, clinicians who once considered these patient visits "difficult" can begin to perceive them as valuable opportunities to help patients adopt safer behaviors and forge their pathway to recovery. As the creator of the SBIRT Oregon website, Jim has designed screening forms, clinic tools and training videos used by health professionals across the country. By identifying the impact of dysregulated nervous systems and the barriers they pose to health, we can see how both Trauma Informed Interventions and supportive language can support the health outcomes of our most vulnerable patients. LEARNING OBJECTIVES To identify the ways in which the pandemic has de-stabilized mental health in many individuals, and how that has impacted health related access, utilization, and outcomes. To offer participants some insights and considerations re: how the principles of Trauma Informed Care and Trauma Informed De-escalation can support providers’ efforts at engaging activated clients and patients. To offer tips, scripts, and strategies for supporting clients and fellow colleagues in navigating this incredibly challenging and uncertain time. PRESENTER Laura Hinds is a clinical social worker with experience in medical, behavioral and mental health settings. Laura has had the pleasure of working with high acuity special needs populations and their providers for over 22 years. An alumna and instructor at Penn’s School of Social Policy and Practice for 13 years, and Bryn Mawr’s School of Social Work and Social Research’s for the past 4 years, Laura has supported the learning and education of new social workers, veterans in the field, and their interdisciplinary partners.   The Great Lakes PTTC is offering this training for prevention professionals in HHS Region 5: IL, IN, MI, MN, OH, and WI. Many people who work in harm reduction consider their work to be a "calling." Two occupational hazards, burnout and compassion fatigue/secondary trauma, can undermine that calling and diminish your effectiveness. Burnout is caused by feeling ineffective in your work and organizational/team stress. Compassion fatigue (also called secondary trauma/secondary PTSD) results from absorbing the traumatic stories and experiences of clients. Both occupational hazards can lead to a loss of energy, loss of hope, loss of enthusiasm, loss of idealism, spiritual distress, and decreased effectiveness. This virtual presentation focuses on how to prevent and recover from burnout and compassion fatigue, with an emphasis on self-care and the four things high performers do to prevent burnout and compassion fatigue.   The Great Lakes PTTC offers this training for prevention practitioners and behavioral health professionals in HHS Region 5: IL, IN, MI, MN, OH, and WI. This training is offered in response to a need identified by Region 5 stakeholders. The good news is that during 2019-2020, among middle and high school students, current use of any tobacco product, including e-cigarettes, cigars, and smokeless tobacco decreased. Two-thirds of young people report that they have either cut down or quit during lockdown, while others found new ways to obtain e-cigarettes online. While these declines offer some relief, the number of young people using e-cigarettes remain high. This webinar will provide an update on vaping and evidence-based prevention practices. We will also share discuss promising approaches that we have emerged in the last year from surveys and research.   LEARNING OBJECTIVES  Describe a brief history of vaping in the US Identify evidence-based prevention strategies and promising approaches for prevention List cross-sector approaches for comprehensive vaping prevention    PRESENTER Chuck Klevgaard serves as a prevention manager to the Great Lakes Prevention Technology Transfer Center.  He delivers training and technical assistance to support substance misuse prevention throughout the Midwest. He developed numerous SAMHSA Center for the Application of Prevention Technologies’ (CAPT) products on strategies to prevent opioid misuse and overdose, risk and protective factors for substance use, youth substance use prevention strategies, youth substance use trends, emerging substance use trends, the potential regulations surrounding marijuana legalization, as well as numerous other topics. Lauren Pappacena, MSW is a Research Associate with Carnevale Associates. Lauren has a background in criminal justice and juvenile justice research specifically as it relates to evidence-based programs and practices spanning criminal justice topics, including corrections, law enforcement, reentry, and courts. Currently, she assists with training evaluations for NADCP and the PTTC, where she brings her experience with quantitative and qualitative analysis and data visualization. With a strong interest in policy analysis, research translation, data collection, and analytic writing, Ms. Pappacena is published in the Journal of Human Rights and Social Work for her analysis of national early-release laws.
