Introducing Environmental Scans and Their Importance to Strategic Planning How to Conduct and Use Environmental Scans Josh Esrick, MPP, and Olivia Stuart, LMSW February 25, 2025, 1:00pm-2:30pm EST COURSE DESCRIPTION The second webinar in this learning collaborative will provide an overview of the practical steps to conducting an environmental scan and using its findings to support prevention efforts. The webinar will identify and discuss the steps to complete an environmental scan, as well as review the common challenges and opportunities that can arise. It will also review important resources that can support environmental scans, such as Geographic Information Systems. Lastly, the webinar will crosswalk potential environmental scan findings with each step of the Strategic Prevention Framework and discuss how the findings can improve planning efforts. LEARNING OBJECTIVES - Describe the steps of an environmental scan. - Identify the resources needed to complete an environmental scan. - Recognize common challenges to completing environmental scans and opportunities for overcoming them. - Recognize opportunities for using environmental scan results throughout the strategic planning process. PRESENTERS Josh Esrick, MPP is the Chief of Training and Technical Assistance at Carnevale Associates, LLC. Mr. Esrick has over ten years of experience researching, writing, evaluating, and presenting on substance use prevention and other behavioral health topics. He is an expert in providing training and technical assistance (T/TA) in substance use, having overseen the development of hundreds of T/TA products for numerous clients, including six of SAMHSA’s ten regional Prevention Technology Transfer Centers (PTTCs), the PTTC Network Coordinating Office, the Central East Addiction Technology Transfer Center (ATTC) and Mental Health Technology Transfer Centers (MHTTC), and SAMHSA’s Center for the Application of Prevention Technologies (CAPT). These trainings and products have covered a wide range of topics, including strategic planning, data collection and analysis, and identifying evidence-based prevention interventions for youth. In addition to T/TA, Mr. Esrick has directly provided many of these services to behavioral health agencies and other entities. He has published several academic journal articles. He holds a Bachelor of Arts in Political Science from the State University of New York at Buffalo and a Master of Public Policy from George Washington University.     Olivia Stuart, MSW supports the training & technical assistance (T/TA) team in the development and delivery of knowledge translation products across multiple projects. In this capacity, she assists with webinars, literature reviews, and infographics on a range of behavioral health topics. Prior to joining Carnevale Associates, Olivia interned with the Urban Institute’s Justice Policy Center where she supported projects to reduce inequities in the criminal justice system. Olivia also served as a Graduate Research Supervisor at George Mason University and worked for several years in LGBTQ+ advocacy and fundraising. She holds a Master of Social Work degree from George Mason University.

The term “environmental scan” has multiple, competing definitions, depending on its source and context. This can present a challenge to prevention professionals seeking information and resources about them. This webinar will provide a shared definition of environmental scans that is relevant to substance use prevention and discuss how it relates to other types of assessments. The webinar will also discuss how and why environmental scans are an important tool for prevention professionals. Among other topics, the webinar will identify the common types of environmental scans and their uses and how asset maps can support environmental scans. The New England Prevention Technology Transfer Center created this document as part of a Technical Assistance Request to support the Maine Recovery Council's Prevention Ad Hoc Subcommittee in their strategic planning process to identify gaps in prevention funding and opioid use prevention services and create strategy funding recommendations. This document shows how the subcommittee identified substance misuse prevention funding priorities for the Opioid Settlement Dollars through that strategic planning process. This document shows the workplan and outcomes of this process for the workgroup itself to reflect back on in future planning and also offers a process guide for other entities (municipalities, states, regions, etc.) who want an example of a robust process to examine the prevention landscape in other places, demonstrate service gaps, and prioritize funding for opioid use/misuse prevention using opioid settlement dollars.   The Maine Recovery Council: The Maine Recovery Council was established pursuant to the Maine State Subdivision Memorandum of Understanding (PDF) and Agreement Regarding Use of Settlement Funds and 5 M.R.S.A. §203-C. The purpose of the Council is to direct the disbursement of funds within the Maine Recovery Fund for specific uses throughout the state to address the opioid crisis in Maine. Examples of approved uses are reversing overdoses through naloxone or other FDA-approved drugs, expanding the availability of medication-assisted treatment for Mainers struggling with opioid use disorder, helping Mainers avoid opioid use through evidence-based prevention programs, and providing additional special education resources to Maine school administrative units. The Council comprises 15 members appointed by the Governor, the President of the Senate, the Speaker of the House, the Attorney General, and certain counties, cities, and towns in Maine.   All council meetings are held in person unless otherwise specified on the notice and agenda. Council meetings are open to the public, and members of the public are permitted to attend to observe but not participate unless otherwise specified on the notice and agenda. Members of the public may also observe by a remote video link provided in each agenda.   Process for Prevention Workgroup prioritizing: The New England PTTC worked with the Maine Recovery Council (MRC) to help process the priorities for funding prevention strategies in Maine for the 2024-2025 fiscal years. The New England PTTC proposed supporting a strategic Prevention Framework (SPF) planning process, which was accepted by the Maine Recovery Council and spearheaded by the MRC Prevention Seat, Liz Blackwell-Moore. The MRC had identified Prevention as a priority in their MOU with the Maine Office of the Attorney General, responsible for the stewardship of the money from the state to communities. These strategy recommendations were presented to the Council in October 2024,  and were accepted by the Council in November 2024.

Webinar Recording and Follow-Up Materials   Webinar Description What if college graduates entered the prevention workforce with basic knowledge of prevention science, the Strategic Prevention Framework, and the importance of evidence-based programs, practices, and policies? In this role, she provides direct TTA services to build state, jurisdiction, tribal, and community capacity in the application of data-driven decision-making to the selection, implementation, and evaluation of evidence-based programs and practices to prevent substance misuse within the Health and Human Services (HHS) Region 9. Additionally, Ms. Wiele chairs the National PTTC Cannabis Risk Work Group. Practical Skills in Prevention: A Series Focused on Soft Skills When it comes to building workforce capacity, some fields overlook the importance of practical or “soft skills” as they are not as tangible as technical or “hard skills.” Soft skills are abilities that relate to how you work and interact with others. Soft skills are transferable, and useful in every domain of life. Soft skills enable you to collaborate, build relationships, and enhance productivity. For prevention professionals, strong communication skills instill confidence to engage with communities, foster meaningful connections and strengthen relationships. Developing soft skills may take time but is essential for advancing in the modern prevention workforce.   Supplemental Resources: Presentation Slides Exploratory Questions to Increase Contact Worksheet (Prosper & Partners) Identifying Group Belonging Worksheet (Prosper & Partners)   Session 1: Nurturing a Sense of Belonging The goal of this webinar is to explore the concept of belonging in our communities and its application in the prevention field. Dr. Kelly-Ann writes that a sense of belonging, "is a fundamental human need that predicts numerous mental, physical, social, economic and behavior outcomes." If this is true, do we have a responsibility to make sure everyone in our communities feels like they belong? What's the individual community member's responsibility? This interactive session explored these questions and how forms of exclusion can lead to substance use/misuse.
