He developed numerous SAMHSA Center for the Application of Prevention Technologies’ (CAPT) products on strategies to prevent opioid misuse and overdose, risk and protective factors for substance use, youth substance use prevention strategies, youth substance use trends, emerging substance use trends, the potential regulations surrounding marijuana legalization, as well as numerous other topics. Lauren Pappacena, MSW is a Research Associate with Carnevale Associates. Lauren has a background in criminal justice and juvenile justice research specifically as it relates to evidence-based programs and practices spanning criminal justice topics, including corrections, law enforcement, reentry, and courts. Currently, she assists with training evaluations for NADCP and the PTTC, where she brings her experience with quantitative and qualitative analysis and data visualization. With a strong interest in policy analysis, research translation, data collection, and analytic writing, Ms. Pappacena is published in the Journal of Human Rights and Social Work for her analysis of national early-release laws.

Dr. Hagen is also well-versed in the Strategic Prevention Framework (SPF) and has provided SPF-related training and technical assistance to SAMHSA grantees at national, state/jurisdiction/tribal, and local levels           Dr. Sandeep Kasat, MBBS, MPH, is a senior epidemiologist at Westat with over 15 years of experience in behavioral health epidemiology, especially as it relates to substance abuse, and using epidemiological data in strategic planning, and decision-making. He leads data analysis and dissemination activities on several projects at Westat. He has five published, peer-reviewed articles, has been quoted in several scholarly articles, and has conducted over 200 program evaluations.           Nicole Schoenborn, MA, CPS, provides evaluation services for the South Southwest Prevention Technology Transfer Center funded by SAMHSA. Nicole is dedicated to building the capacity of the behavioral health workforce to reduce stigma associated with substance use and mental health issues and make data-informed decisions to improve prevention programs. Prior to joining the PTTC Network, Nicole provided training and technical assistance for SAMSHA's CAPT as a state/tribal liaison and was the Service to Science Lead for the Southwest Resource Team. For over 10 years, Nicole managed the evaluation and quality improvement services to community-based organizations, clinics, and prisons across Oklahoma working to prevent HIV and care for those living with the disease. Nicole has a master's in experimental psychology and is a Certified Prevention Specialist (CPS) through the International Credentialing and Reciprocity Consortium.

The risk and protective factor framework is foundational to Prevention Science. Join Kevin Haggerty, the Director of the Northwest PTTC, and John Briney, Research Scientist and Data Manager, for a deeper dive into risk and protective factors for healthy youth development – what they are, why they’re important, and how to measure them at the community level.   Objectives By the end of this 3-session series participants will be able to: Define ‘shared risk and protective factors’ for healthy youth development Describe how risk and protective factors are determined  Discuss how understanding of shared risk and protective factors is evolving  Explore what understanding risk and protective factors means for your community’s work in prevention? Explain at least 3 methods for obtaining community-level information on the risk and protective factors for YOUR community’s youth and discuss pros and cons of these different approaches Share how youth survey measures were developed and tested for risk and protective factors Decide on one next step for YOUR community    Presenters Kevin Haggerty MSW, Ph.D. specializes in prevention programs at the community, school and family level. He is the Director of the Social Development Research Group. Dr. Haggerty serves as the PI/ Project Director for the Northwest PTTC.  He is a Professor at the University of Washington (UW) School of Social Work. For more than 30 years, he has focused on developing innovative ways to organize the scientific knowledge base for prevention so that parents, communities and schools can better identify, assess and prioritize customized approaches that meet their needs.  He has an extensive research background in the intersection of biological and environmental risks for drug abuse in emerging adults and is an expert on substance abuse and delinquency prevention. Additionally, Dr. Haggerty is an investigator of the Community Youth Development Study, which tests the effectiveness of the Communities That Care program.   John Briney is the Senior Data Manager at the Social Development Research Group (SDRG) with more than 25 years of experience in social science research. The majority of his work at SDRG has focused on the Community Youth Development Study, a randomized test of the Communities That Care prevention planning system.  He currently manages data across several research projects and assists communities with the administration and analysis of the Communities That Care Youth Survey through his work with the Center for CTC. John has a background in Political Science and Public Administration. During his recent COVID-19 quarantine he has spent far too much time with his wife and two children in their home in rural eastern Oregon.John S. She offers over nine years of expertise in data analysis, program management, and evaluation. Under the District of Columbia Department of Behavioral Health (DBH), she provides data analysis, programmatic support, and training and technical assistance (TTA) for multiple contracts that serve youth and families in the district. She also serves as a research associate with the Prevention Technology Transfer Center Network (PTTC) Central-East region. In this role she provides expertise in substance use prevention, mental health, and program management. Prior to joining Carnevale Associates, she worked for CSR Inc., serving as the lead analyst for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program, which is the largest source of federal justice funding in the country under the direction of the Bureau of Justice Assistance (BJA). Emily holds a Master of Science with Merit in Abnormal and Clinical Psychology from Swansea University and a Postgraduate Diploma in Criminology and Criminal Justice from the University of Edinburgh.    Josh Esrick, MPP is a Senior Policy Analyst with Carnevale Associates, LLC. Mr. Esrick has extensive experience researching, writing, evaluating, and presenting on substance use prevention and other behavioral health topics. He has developed numerous Substance Abuse and Mental Health Services Administration (SAMHSA) Prevention Technology Transfer Center and Center for the Application of Prevention Technologies’ products and trainings. Among other projects for SAMHSA, he has helped write annual Data Collection, Analysis, and Reporting reports, conduct evaluations of the Strategic Prevention Framework State Incentive Grants, and wrote the monthly Financing Focus for the Center for Financing Reform and Innovation. Mr. Esrick has also published in the International Journal of Drug Policy on considerations surrounding marijuana legalization and in Drugs: Education, Prevention and Policy on the modern usage of fear-based prevention messaging. He holds a Bachelor of Arts in Political Science from the State University of New York at Buffalo and a Masters of Public Policy from George Washington University.

Various decriminalization, medical marijuana, and adult-use marijuana policies are being debated and moving through state legislatures and ballot boxes. Amid all of this change, where does prevention fit in? This course shows participants how these policies can evolve, the implications for public health and safety, and how and where prevention fits in.   The Great Lakes PTTC offers this training for prevention practitioners in HHS Region 5: IL, IN, MI, MN, OH, and WI This is the second in a series of two webinars exploring the impact of trauma and adverse childhood experiences on the prevention of substance misuse and substance use disorders.  Prevention professionals will consider how to apply this understanding to prevention efforts from assessment to the implementation of prevention interventions. Learning Objectives Understand the “dose-response” relationship between adverse childhood experiences and a number of poor outcomes including chronic disease, mental illness and substance use disorders. Explore how community level prevention professionals can integrate ACEs data into prevention planning and implementation. Identify at least one strategy for utilizing ACEs data to measure the impact of your prevention efforts.   Speaker Dodi Swope is licensed as a Marriage and Family Therapist in the state of Massachusetts. Dodi’s background includes teaching in regular and special education settings and a clinical practice serving children and families in the Boston area for over ten years. Most recently, Dodi has provided training and planning facilitation on a broad scope of community health initiatives.       This training is offered in response to a need identified by our stakeholders in HHS Region 5.

Self-Paced Online Courses: Demystifying Data: Gathering and Using Local Risk and Protective Factor Data for Prevention Part 1: Gathering Local Risk and Protective Factor Data for Prevention Part 1 of this two-part online course series will describe the importance of gathering data for community needs assessments and evaluation, including the types of data to collect. Participants will review key risk and protective factors associated with substance use and mental health. The course explores existing data sources, assessment of data gaps, and options for collecting primary data at the local level.  By the end of the course, participants will: Learn about key risk and protective factors to assess at the individual, family, peer, school, and community levels; Identify sources of existing data on risk and protective factors; and Assess strategies for developing a data collection plan to address data gaps at the local level.   Part 2: Using Local Risk and Protective Factor Data for Prevention During Part 2 of this online course series, participants will learn about data quality and quantity—having enough data and having the right data. The course explores processes for prioritizing risk and protective factors to determine which to address with prevention efforts and shares examples. This course will conclude with recommendations for ongoing monitoring to inform evaluation efforts.   The Great Lakes PTTC, ATTC and Peer Recovery Center of Excellence offer this training for prevention practitioners in HHS Region 5: IL, IN, MI, MN, OH, and WI. This is a 90-minute webinar.   Data-driven decision making for recovery and recovery support services is possible. Indiana has made some key policy changes at a state and agency level that increase the availability of data across agencies. The Recovery Supports Workgroup of the Division of Mental Health and Addiction (DMHA) has is now using this data to evaluate gaps in key recovery supports, to make the recommendations, and track outcomes. Erin is thrilled to be part of the team using data to expand access to quality recovery supports throughout Indiana.         Ari Nassirri: Ari works for the Indiana Division of Mental Health and Addiction as the Director of Behavioral Health Integration. His responsibilities at DMHA focus on progressing the level of integration across the continuum of care for behavioral health and substance use disorder providers in Indiana, as well as increasing the integration of data sources among such providers and at the state level. Ari is very excited to work with the Recovery Support Workgroup and with their strategy to expand and utilize recovery data.       Amy Brinkley: Amy works for the Indiana Division of Mental Health and Addiction as the Bureau Chief for Consumer and Family Affairs. She is also the Chairperson for NASMHPD’s National Division of Recovery Support Services. Her responsibilities at DMHA and as a National Chairperson primarily focus on the expansion of quality peer recovery and recovery support services initiatives. This program is intended for professionals in HHS Region 1 (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont).   The New England Prevention Technology Transfer Center Fellowship program is an opportunity for professionals who have been in the field of prevention for 5 or more years to work both independently and as part of a collaborative team to develop an innovative piece of research and accompanying tool for the benefit of the workforce at large. This program will support a seven-month term, during which the fellows will each create a tool or product around a central, priority subject area, and at the end of the program, the fellows will present their products to the workforce in a symposium meant to demonstrate how the products should and can be used.    The goal of the program is twofold: First, it supports the advanced development of skills for prevention professionals who have experience in the field so that they can continue to grow professionally. Fellows can expect to be credited with the creation of their product by the New England PTTC, where the products will be housed, and each Fellow may use the product as they see fit within their own career advancement. Second, the program creates new and original research and products which are specific to the New England region to support prevention professionals at all levels of experience. Each fellow will create their own product or tool using their research, and all six fellows will work together to be sure that their products complement one another and can be used in concert.    The program will optimally have one fellow from each of the six New England states and will provide each fellow with a total working stipend of $10,000. The term will begin in May of 2021 and will complete after the symposium, scheduled for November 2021. Each Fellow is expected to attend three collaborative meetings, a technical meeting prior to the symposium, and the symposium itself. Fellows will then remain active alumni of the program after completion of the term and may reapply for future terms of the program if desired.    Ideal candidates for the program have some experience with research and development and will be in contact with another professional who can offer them additional research and development guidance if necessary. Candidates will have the ability to work over the course of several months on the production of a tool or resource and will be able to work with a team on the presentation of the final products. Her past experience includes serving as a community health specialist with the Massachusetts state technical assistance system, supporting communities in needs assessment, strategic planning and creating logic models to guide change efforts, and then with the Center for the Application for Prevention Technologies or CAPT, and now with the PTTC, where she works closely with states and community coalitions to adopt and apply data-driven prevention planning processes and implement evidence-based and promising prevention practices.  Shai Fuxman, EdD – is a senior research scientist at EDC. Shai has extensive experience in social and emotional learning, youth development, school-based trauma-informed care, and substance misuse prevention. He also has expertise in program evaluation, cultural competence, and quantitative and qualitative research. Dr. Barrington has extensive experience evaluating the impact of alcohol and drug abuse prevention programs and practices. He has five published, peer-reviewed articles, has been quoted in several scholarly articles, and has conducted over 200 program evaluations.

Needs Assessment Parts 1 & 2    Dates  Part 1: February 19, 2020  Part 2: February 26, 2020    Description  Conducting a needs assessment is a crucial element of the Strategic Prevention Framework (SPF) and an integral part of a successful prevention planning process.
